State Representative Mike Hoadley has reintroduced a bill aimed at transferring state-owned property in Arenac County, Michigan. The legislation, known as House Bill 4011, proposes that the Department of Management, Technology and Budget (DTMB) sell the Standish Maximum Correctional Facility through a competitive process.
The correctional facility, which opened in 1990 and was closed in October 2009 after operating for 19 years, remains unoccupied. Recent break-ins have raised concerns about its current state. Rep. Hoadley suggests that new ownership could retrofit the property to address community needs such as mental health care.
"The bill will help ensure the region and interested parties can repurpose the vacant Standish prison under the law," said Hoadley. He emphasized the potential benefits of repurposing existing properties for community services and job creation. With bipartisan backing and support from both DTMB and the state Department of Corrections, he is optimistic about advancing this initiative.
Before surplus state property can be transferred out of state possession, legislative authorization is required. Previously considered an asset by the Department of Corrections, the facility's status has since changed.
Hoadley's proposal was introduced during a previous legislative term but did not advance beyond committee despite unanimous approval there. House Bill 4011 has now been sent to the House Appropriations Committee for further review.
