State Representative Brian BeGole testified on Tuesday regarding the urgent water infrastructure needs for Owosso and surrounding areas in Shiawassee County. The city is undertaking a significant reinvestment in its water and sewer systems, aiming to improve drinking water, wastewater treatment, and sewer collection over several years.
Rep. BeGole highlighted the impact of these systems, stating, “A total of 30 percent of the population within the district I represent is served by this water and sewer system, and many more are affected downriver when you take into account possible environmental concerns that could come from failing infrastructure.” He emphasized the importance of modernization for public health, environmental stewardship, and economic viability.
Shelly Ochodnicky, an Owosso resident and local official, expressed concern over the potential consequences if state support is not provided. She stated, “Owosso’s water system is in crisis,” warning of a projected 108% increase in water bills over five years.
Rep. BeGole has requested $207.7 million from the state budget for improvements such as lead service line replacements and new nitrification towers. Much of Owosso's infrastructure dates back to the 1930s. A $15 million request specifically targets replacing aging nitrification towers crucial for removing ammonia and nitrogen compounds.
Tom Cook, a former city council member, stressed the urgency of replacing these towers to prevent public health risks and costly emergency replacements. He noted that failure could result in six million gallons of untreated wastewater being released daily into the river.
Justin Horvath from the Shiawassee County Economic Development Partnership discussed how updated infrastructure would benefit Owosso's role as a regional hub. He remarked on the interconnectedness of local employment with water infrastructure reliability.
Rep. BeGole concluded by acknowledging local efforts to prioritize these projects and pledged continued advocacy for necessary funding as legislative budget discussions proceed.
