A legislative initiative aimed at supporting Michigan's volunteer firefighters and emergency services personnel has been introduced by two House Republican representatives. State Reps. Matthew Bierlein and Steve Frisbie have put forward House Bills 4431-32, proposing a $2,500 refundable state income tax credit for these community service providers.
Bierlein, representing Vassar, highlighted the essential role that volunteer firefighters and EMS providers play in emergency response, particularly in rural areas and small towns. "Volunteer firefighters and EMS providers are the backbone of emergency response in many of our communities," he stated. He emphasized their sacrifices, noting that they often respond to emergencies at all hours without expecting significant compensation.
Bierlein also addressed recruitment and retention challenges faced by departments across the state. He believes this plan would help alleviate some of these barriers while prioritizing public safety throughout Michigan.
The proposed refundable credit is designed to benefit all volunteer personnel, even those with minimal or no state income tax liability, ensuring accessible support.
Frisbie shared his personal experience as both a paramedic and a volunteer firefighter to underscore the daily sacrifices made by emergency responders. "This tax credit is more than just financial relief – it’s a statement of our gratitude," said Frisbie. He described it as a practical measure to ensure communities continue to have reliable emergency services.
The bills have been referred to the House Finance Committee for further consideration.
State Reps. Steve Frisbie and Matthew Bierlein introduced the bills at the state Capitol in Lansing on May 1. The legislation seeks to provide tangible support recognizing the selfless commitment of volunteer firefighters and EMS personnel who serve their communities courageously.
