State Representative Jerry Neyer and State Senators Sam Singh and Joseph Bellino have introduced a plan to stimulate Michigan's sustainable aviation fuel (SAF) industry. Their proposal involves House Bills 4424-4425 and Senate Bills 235-236, which aim to create an income tax credit for SAF producers and blenders for flights departing from Michigan.
Sustainable aviation fuel is derived from bio-renewable sources like ethanol or diesel, made from crops such as soybeans and corn. It is blended with traditional aviation fuel to reduce carbon emissions.
Neyer emphasized the urgency of adapting to forthcoming clean energy standards and federal policy changes, stating, “This bipartisan plan is a practical solution that will reduce emissions, promote economic growth, and take care of our farmers."
Singh highlighted the plan's alignment with Michigan's Clean Energy Future initiative, saying, “This bipartisan plan will make aviation fuel more accessible and affordable and will help us realize the global vision we spelled out in our landmark Clean Energy Future plan."
The proposed legislation includes a $1.50 per gallon tax credit for purchasing, producing, or blending SAF, with a cap of $4.5 million in the first year and $9 million annually over the subsequent nine years.
Bellino noted the economic benefits of the initiative, stating, “It is a proactive solution that supports our local farmers, boosts our agriculture industry, and better ensures stable fuel costs.”
